looks like retina damage or bacterial infection. Hard to clearly see in the pic provided but may not be able to safe and best shot will be treatment in a separate treatment tank with added aeration with air stone and use of Maracyn as picture. Also monitor water quality with reliable test kit.

Kind-of reminds me of the eye cap poped off and got infected? Am no expert. I'd recommend posting more pics if you can

Thanks. Eye just looks like there is a cloudy film over the top of it. Fish is lethargic. Was fine yesterday.

One eye or both affected?

Just one eye, with sudden development that you saw is almost always due to an injury. As @vetteguy53081 said Maracyn 1 in a treatment tank will help with secondary infection.
