Diamond Goby won’t dig a burrow

As the title says, he just sits underneath my heater all the time (it’s always off) and won’t dig a hole. He used to until I had to glue all my rocks together and they are deep in the sand, so perhaps there aren’t any places he can make a burrow. Should I go get some flat rocks he can make a house under? I don’t want him to be homeless.

Adding some flat rocks seems like a good idea. Maybe he's looking to start a new home, but can't find a suitable location...

I added a diamond goby 2 months ago and he just started building a den 2 weeks ago. He was chilling in the back of the tank. Now he's piling sand and old snail shells in front of a cave.
