Diatoms - going on 3 weeks now

Hey all. Pretty sure I have diatoms

(feel free to correct me) and they haven't gone away in 3 weeks. This tank is nearing 7 months old now, I had them in the beginning and they went away like they were supposed to and I can't shake them this time around. My nitrates (test on API) and Phosphates (test on Hanna checker) are at 0. (Yes I know Phosphates at 0 are pretty crazy). I cut my lights to 8hrs from 12 and my tank is kind of close to a window, but not under direct lights, and it was perfectly fine all summer. I am running N03: P04 - X for 2 weeks now and it hasn't really phased it. I have GFO on the way (and I'll stop treating with the other). I have 3 tiger conchs and a pretty decent cleanup crew that seem to be enjoying life, that's for sure. By morning a good chunk of it is removed again, but by mid day it looks like the attached photo.

Anything else I might be missing? I am doing 10% water changes every two weeks, which I know could be a little better.
 
I should also note that I use RO/DI water, and used a TDS meter recently and it wasn't prefect, but pretty close at .003.
