Diatoms or Cyano?

I have a 20gallon innovative marine concept pro panaroma and I was battling what I though where diatoms but after treating with some Dr.Tim’s refresh and waste away they went away but after a couple of days later there is some red algea now starting to grow on my live rock and sandbed. My tank turned 1 year this month and my parameters are
Alk 8.1
Ca 420
Mg 1440
Phosphates 0.09 checked today
Nitrate 4

Numbers aren't bad so what is your lighting and flow?
I have a ai prime for lights and a mp10 for flow. The mp10 throws 1022.6 GPH. Its weird cause it seems to like the top part of the tank better

What's your rodi looking like? I'm suspect to your wc schedule actually adding silicate feeding the diatoms.

20 Gallons and the tank has been set up for a year now. I replaced my rodi filters last year in March but I will double check them tomorrow.
 
any suggestions on how to get rid of it? I have tried Dr.tims products so far and water changes
You need to check your RODI for silicate levels. My ICP test showed high silicate levels in my RODI tank water hence periodic diatoms on my sand. They make an adapter for your RODI system to eliminate silicate in the water.
