I was hoping for a microscopic image when I opened this one, so will just ask you, what are your PO4 and Nitrate levels like?

Based on pic alone, definitely Dino’s. Looks too stringy for diatoms. Good thing it might be the kind I’ve would kill

No idea. This is the morning after a water change. No matter how much water I change they never go away. Last weekend nitrates were between 10-25. I also have chemipure.

It doesn't look like diatoms, but if you have nitrates it could be a form of cyanobacteria. Very difficult to say sometimes without a microscope ID.
See if you can do some water tests and conform your phosphate and nitrate levels, it might help guess what this is.

How old is tank? Do you have a cheap microscope? If you do can hello identify which strain. Either way a blackout will help but never fully cured it for me. Will also help to get nitrates down a little. It looks like the strain I had and even a cheap I’ve killed it. I bought the greeen killing machine at petco

You bought what? The tank is just under a year old. (Between 11-12 months)

Don’t dinos thrive without nitrates? Like wouldnt their presence mean 0 nitrates?

Sorry a UV! Brand was green killing machine at Petco

For me seem to thrive with no phosphate. I had high nitrates 25 ppm when the Dino’s came. There never is a perfect rule When they come.

Crap. I have one, but I’m honestly not sure if it works. I’ve had dinos before (a different strain) that it took care of with the help blackouts.

Go for it. Can’t hurt. Can just try blackout first
