Diatoms or something else
Tank is about 13 Months old and these stuff witch i think is Diatoms has been in my tank since the start, if i stir the substrate it disperses but comes back in a day or two.

Any suggestion be great i'm lost don't know what to do i did a post a few months ago everyone thought it was Diatoms

Looks more like a green film algae. Unless you have added equipment or mediums with silicates I doubts those are diatoms. I see you have a sand sifter star, what about some hermits or snails that turn over sand? Check your N/P levels as well. You could also try some low dose GFO, phosguard type products.
 
Ok try some Nassarius, or perhaps a chaeto reactor or wait it out, it may take some time. Are you feeding a lot?
