Did I do my iodine test wrong?

Using Red Sea pro test kit. It said to use RO water for the control so that’s what I used instead of RODI. It said it should take 5 to 15 minutes for the control to match the .06 color but it matches instantly as shown here:

After waiting 5 minutes it has lightened considerably:

Did I do it wrong? The actual sample was either .05 or .06 and didn’t change much in the 5 minutes:

Been using that Kit a few years now and I found when the control vial matches no matter the time is when I take measurement. I think what they mean is it can take 5-15 mins for the control color to change.
