As far as I know...Bright green (highlighter bright) mouth = PE

Value of a Z/P is based off of quite a few things:

How fast or slow they grow
Vibrancy
Rarity
Hardy or finicky(melters) when fragged
"Lineage"
HYPE!!!!

Wherever a particular PE fits into the criteria above will determine how much it matters...in my opinion.
