Dino’s or Cyano?

I had a GHA issue for a while which i finally got under control about 2 months ago. However I’ve recently developed what might be a cyano or Dino bloom the past month. All params good.

Salinity 1.026
Nitrites 0
Nitrates 0
Phosphate .03

I also run chemi pure elite and Purigen

i do 25% weekly water changes. I try to siphon as much of it as i can when do the WCs. It seems to disappear for a couple days but then returns. I also see some brownish red fuzzies on the rock and shells that are sitting around the tank. You can see some of it on the edge of the two shells shown in the middle. I don’t necessarily see it disappear when the lights ramp down or first thing in the morning. Always to be about the same.
Thoughts?

imo that looks like diatoms. How new is the tank/sand?
 
It’s a year old. In addition the brown/red on the sand bed seems to be like a blanket over the sand. If you look real close it also looks like there are little hairs coming off the sand. And if you stir the sand up it seems to clump because of this stuff on the surface.

To me it still looks like diatoms but with 0 nitrates I wouldn’t be surprised if cyano was present. Try to elevate nitrates and phosphate to 5-10ppm nitrate and .05 PO4 and see if that helps. Limit water changes as well that will only help Dino’s if that’s what it is. Just my 2 cents
 
Thank you Keenan. I’ll skip a water change or two and see if it disappears. Any other thoughts or suggestions anyone?
 
Dino. Siphon up and reduce white lights by 20-25% minimum.
Add hydrogen peroxide at night (lights out) and do not add reef roids or similar until dino has diminished (it will feed the dino)
