Is this Dino’s or something else?

It certainly looks like it, indeed very similar to what I’ve had before.

There is a test you can do, can’t remember exactly how, it’s the “cup test”.
 
Need a scope to confirm and if it is dinos need to ID the genus of dinos to ensure best method of treatment.

The simple test of grabbing a clump and agitating it/mixing up then letting it sit to see if it reforms isn't really 100% reliable

From this pic, I would suspect it is indeed dinoflagellates.
 
If It is dinos (I think it is), get yourself a UV, every single night turn pumps up to max and go in with a turkey baster, blow it all into the water column, do this for about a week or so. Run some floss or socks to catch the crap.

This has fixed it for me the three times I’ve had it before, on different tanks.

Irrespective if type of dinos, this helps massively, sometimes enough to kill it anyway.

make sure you bring your nutrients up too, likely the cause of it in the first place.

NO3 around 10, PO4 around 0.02 to 0.05.
 
Looks like Dinos in the early stage. Test all the parameters in your tank, see if any are off a ways. There is a group on facebook called Dinoflagellates Support Group. In that group, they have a regime of treatment to rid your tank of dinos. I have used this method a few times, and each time with great results, and zero livestock loss.
 
Can this hurt my corals? I believe that some if it is already trying to cover my favia. Can I hydrogens peroxide dip the favia?

Yes it can.
As for H2O2 I have no experienced.

UV has always cleared it up for me within one to two weeks, never bothered dipping anything.
 
Some genus of dinos like ostreopsis can actually be very toxic and some people find they have unpleasant reactions to it.
