Dino battle. Confused on Microbacter7 vs upping Nitrate / Phos

I'm currently battling a minor dinoflagellate battle (prorocentrum) on my sand bed. I've tried the blackout / UV route and just finished the Dr Tim's Refresh / Waste-Away method, but it's not helping yet. I siphon as much out as I can and filter it via a 10 micron filter sock, then put the water back in the tank.

So I am going to go the route of raising Nitrate / Phos and Microbacter7.

What I am confused about is Microbacter7 reads like it is a Nitrate reducer whereas dosing Nitrate and Phosphorus is obviously a way to increase those two.

Should I not be using Microbacter7 and dosing Nitrate and Phos at the same time?
 
Microbacter 7 will consume nitrate. If trying to raise N03, don't use it.
 
Currently my nitrates are 5 ppm and Phos is at .06. Should I try to go higher? If so, how much?
