Dino?? Cyano??? What is it need help!!!

Got a fluval 13.5 gal been running for about 7 months for the past month or so been battling it I started by buying some astraea snails they helped a bit but whatever it is what just coke back…I changed tactics and been dosing vibrant idk if it’s helping it just seems it’s getting thicker…before using vibrant I did a 5 day blackout and used a UV there was a slight difference but then came back when light went back on… any tips would be helpful!!!

Does it come off the rock and sand when lights go out but reappear when lights on?

doesn't fully come off but it shrinks its not as thick if that makes sense

Yes only is certain places

Agree with killer2001 if the color rendition is accurate this looks much more like cyano than either dinos or diatoms. Definitely not diatoms.
