Dino or cyano?????

I have been treating it as cyanobacteria due to the color but it keeps coming back...after some research I'm starting the suspect dino?
 
It looks like cyano to me. If you have access to a microscope a picture would confirm for sure which it is.

How have you been treating it? What are your current parameters (especially NO3 and PO4)?
