How old is the tank?
Any bubbles forming on the growth?

Chances are good it is diatoms than.

That definitely looks like Dino's to me.
That’s what I’m afraid of. A week or two ago it was way worse but I did a water change and vacuumed the sand and it was great and clean until recently I accidentally over feed and forgot to take the leftover food out and now it’s back not as bad as I was

Looks like dinos to me too. Fought them for a long time with an expensive build I did a couple years ago. It ruined the experience for me. I started the tank with dead rock which probably allowed them to get a foothold. I finally irradiated them and contribute that to UV and adding a diverse Copepod population.

One indication you have them (without looking at them through a microscope) is if they seem lighter in the morning and darker at the end of the photoperiod. As I understand they are more in the water column at night and cling to substrate/rock and corals during the day.
