Dinoflagelate ---I think

I have a 13.5 Fluval Evo tank that has been driving me nuts. It all started with a loss of an anenome that sat there for over a 3 day weekend. did all the recommended steps but lost most fish and coral. after a month or so i started to build the tank back up. battled what i think was cyan for months and pretty much got thereunder control. lost a lot of snails and a couple of gobies over then last few months. for the last 2 months I am pretty sure I have a Dino outbreak. tank looks clean when the lights have been off for a while and when i turn them on it is the craziest thing i have ever seen. within 30 seconds there are 100's of tiny hairs floating around the tank (brown) and you could pretty much see the hairs growing on everything (see 2 minute time-lapse). I recently siphoned the hell out of my sand and did a 72 hour blackout--and added some beneficial bacteria. tank is driving me nuts and almost want to quit--but I AM NOT. please help.
 
How dense do the growths get if you let them grow?

Do they form mats?

If you turn of the flow when they at Long , what happens? What do they do?

I don’t think it’s a common dino nor a dino at really.



Out of curiosity (not related to the growth most likely )what Light do you have ?

they do form some mats but more stringy than anything. i haven't turned the flow off specifically to see what they do--just during some water changes (although been trying to starve them so haven't done a water change in 3 weeks.
lights are stock 14,000 LED's
