Dinoflagellate or brown cyano?

Can you guys help me if this cyano or Dino, and how to remove them?

Do a quick coffee filter test to be 100% sure
 
Take a turkey baster and try to blow it off the rock. If it stays, it could be diatoms, it could be Dino’s. If it flys off, then likely cyano.
 
Get a pic with flash on.

do you know how to get rid of cyanobacteria? Iam dosing No Pox lately and my nitrates are on 10ppm and my phosphate is <0.03ppm. my tank is 3 months old. Also I run dry skimming and my filter media is from brightwell the No3,po4,and the biomedia

I had a bad cyano problem around the same time. I still have a slight one, but it's not nearly as bad now and not really on the sand anymore like it was. Some of the things I did were doing a blackout for a day or two, even though there was still ambient light getting into the tank. I also would siphon the sand when doing water changes whenever there was a lot of cyano building up on it. If it was on the rocks I was brushing it off with an old toothbrush before water changes. I would also change my filter floss out after scrubbing the rocks and doing the water changes. I also use a phosphate sponge. With all of this stuff combined I was able to get it well under control and my tank looks much better now.
