Dinos and algae making me restart. But how?

I have been battling dinos and hair algae for months and it just keeps getting worse no matter what I try. There are some things I wanted to change with my setup anyways, so I am thinking about starting over.

I was going to pull all the rocks and sand out of the tank. I will throw the sand away, but what should I do to the rocks to be able to reuse them? Should I disinfect the tank too? Equipment/plumbing? I have rocks in my sump too. I was hoping to save them to start the cycle again but wasn’t sure if this would just bring the dinos and algae back into the tank. I don’t have any algae or dinos in the sump.

Any help on how to restart would be greatly appreciated!

sometime a reset is good. If it was just hair algae I would say there are solutions that are easy, but if you are sure Dino and also want to do a reset anyway now would be the time.
