Dino's, Cyano, both?

I'm a little confused on what I'm dealing with. It is a brown slime that comes back during the day, but it's also red slime that comes back during the day. I've seen things pointing me in different directions but I don't know which direction to go and how to handle this. I'm planning on doing a 40-50% water change today.

No3: 25ppm
Po4: .1 ppm

I don't have any current pictures due to it being morning where I'm at and whatever it is hasn't come back yet. What should I do?

Pics would definitely help. IME, dinos and cyano can thrive together.
 
I just turned the lights back on, so its not as bad as it is during the day

Looks like some light hair algae and cyano starting to form.
Reduce phos (water change) as well as white light intensity. Blow the cyano loose with a turkey baster then siphon.
ARE YOU USING TAP WATER FROM SINK or ro water ?
Laslty, add some clean up crew:
3-4 turbo snails
3-4 nassarius snails
2-3 astrea snail
2-3 Nerite snails
6 blue leg hermit crabs

ACCLIMATE THESE INVERTS WELL BEFORE RELEASING INTO TANK

Unfortunately I have to use tap water with dechlorinator. I want to get an RODI system but I don't have a place to set up a water change station. Due to the layout of our house, and my wife's preferences, I have to do a water change kind of "on the fly". What I mean is I have to drain the old water, and mix the new water, and refill the tank all one after another. I would like to setup a water change station in my garage, but there's no water faucets in there, the only available faucet is the garden hose...ugh such complications...

This is likely the reason your getting the algae and cyano. Honestly- youre better off buying distilled water or even filling CLEAN jugs or bottles with the refill water stations at walmart at .38 cents/gallon
