dirty rocks

Hello,
I’ve been trying to get these rocks clean and am having trouble doing so. the tank has ran for 2 yrs and was ranked down for less than a week and rehomed. the rocks came covered in algae and bacteria. i brushed off what i could but i didn’t want to disturb the zoas already attached to the live rock. the tank has been running for 2 weeks without difficulty and i’ve already done 2 water changes on the tank. what else can i do to help kill and defeat this or is time going to solve the problem on its own.

fish:
baby yellow tang, clown fish, damsel, and a new algae eating blenny
inverts:
turbo snail 6x, blue legged herm 15x


specs.
40breeder
no detectable phosphates or nitrates(using hannah checker)
9.0dkh
420 ca
1280ppm mg
ph 8.1
salinity, 35ppt
0ammonia
20gal sump
chaeto refugium with kessil h80
working skimmer for a 100g tank
2x mp10 at 60% reef crest mode
jabao return pump operating at 30% giving around 3x turnover per hour i believe.

Following to see what others have to say. I've been dealing with something similar for nearly 3 months and it will not stay away. I scrub my rocks and it keeps coming back... sometimes hours later, other times days later. Longest I've been without it is maybe 2.5 weeks when I was treating with Dr. Tim's Refresh and Waste Away (which hasn't been as effective for the past month). Mine coats all rock surfaces, glass surfaces and my overflow box, but only where there is direct lighting. Most of what I've come across in my readings seems to point to bacterial.
