DIRTY SAND BED/NEED ID

hello
My tank is over a year and a half old but I keep getting this algae on my sand bed.
What's the safest and quickest way to rid my sand bed of this stuff and what is it exactly?
My nutrient leves this morning before water change were
Nitrates 3
PHosphates 0.04 I run high capacity gfo
I perform weekly water changes of 5 to 10 gallon on my 75 gallon system including the sump.
I do have some trochus snails, nassereus snails and turbo snails. I had siphoned my sand bed a bit last week. But this stuff came back. I wonder if it's coming from manually dosed 2 ml of Red Seas reef colors program. I only do this once a week but it's not always done .

I can't really tell because of the blue lights but is it brown or reddish? Brown would most likely be diatoms and red cyanobacteria
 
Either way try and siphon as much out as you can. Your water change schedule is great, way better than mine lol. Do you use RODI water for water changes and top off?
 
Put a fresh reactor full of new GFO on the system, turn out the lights for three days, to a big water change, and then turn the lights back on. Some of it might come back but it wont come back nearly as strong. Might have to repeat this process a few times every ~2 weeks.

Also manually cleaning the sand (with a turkey baster, or siphoning with a gravel vac) or getting a diamond goby to do it for you will help tremendously.
