10% water change once a week

When the cloudiness is green that is a microalgae bloom. Not sure whether you should do anything because your system looks very new.

Are you regularly cleaning it and replacing the filtration media as needed?
I am yeah that's why I'm confused to why it's like this. I read sometimes it does it for a day or two

Without knowing how you cycled your tank, water parameters and specific details on filtration - I can't really suggest anything at this point. It's entirely possible the tank is simply just new.

Just been to the LFS and they said it will happen because it's new

So I've just bought a new fan, put it in the tank went out and when I've come back the tank is clear. ???

You mean you had no flow before? Stagnant water is bad and perhaps why your water turned green.

I had very little flow and was advised to get a fan so I have and it's cleared up. My clown only staying in one place and seems like he can't move much

Did you use Tap water or RODI? Do you mix your own salt?

UV Sterilizer will help with this. If the filter is of the hang on back type, pull the sponge and give it a thorough rinsing in old tank water. This helped with a bacterial bloom I was once dealing with. I'm not sure how effective it will be with an algae bloom, which is what you are dealing with.

The rule of thumb on water changes is 20% faithful weekly. Of course, this can vary based on the bio load.

It's just the filter that came with it
No one will be able to help if we don't know your water parameters or exactly what your equipment is. What is "it"?
