Discoloration clown fish fins

So I just received this clown fish and another shipped a few days ago. My other ocellaris clown is zipping around the tank appearing to be in great health this one though seems to stick to one area of the tank go for the occasional swim around and rest on the bottom occasionally for a little while, his breathing is pretty rapid compared to the other clown and I started to notice these white discoloration spots on his rear dorsal. All of my water parameters are OK. Is there any explanation for these spots of discoloration and does his behavior reflect some issue other than just stress from shipping? New to clown fish just looking for a some other opinions to try to play it safe. Thank you.

Certainly could be stress.
