you could just get a 5 gallon aquarium add a baffle in the middle. paint one side black one side white
 
very nice idea and it is pretty universe and can be accomplished via many ways since it is very simple concept
 
I got a question can you freeze them after they hatched? I know it would kill them but then you could use them as coral food anyone done this?

You absolutely could do that, but if that was the end goal, you might consider buying frozen BBS and saving yourself the trouble. The advantage of this hatchery is having live brine shrimp daily.
