The only concerns I'd have are the flow from the filter sock out to the open area where the skimmer is. If that 3" area could get clogged over time with bags of 'stuff' in the way. Also the feed into the 2nd tank with rocks piled on top. If the flow gets stopped up with algae or a dead fish or a loose anemone, you'll have to pull all the rocks out in order to get access to the area that is blocked. I don't know how much sand you intend to have in the 2nd tank, but it doesn't look like much. Why do you want the sand at all? Is it supposed to be a DSB? It's not deep enough and probably not big enough to make a difference. Just do really quality live rock instead and in time it will do nitrate reduction as well. It's not that I'm not against DSB's, I have a 2' x 2' x 8" DSB in my sump and it works OK. I just think yours is too shallow and too small, but then I really don't know how big it is from your drawing. I think you'd be better off with macro algae than a DSB and LR.
