I bought some containers of Sodium Bicarbonate and Calcium Chloride from an ex-reefer. He had taken his tank down over a year ago and the stuff I bought also had a few gallons of mixed Calcium and Sodium BiCarb. I assume the powder is still good even though it's a year or so old, but what about the already mixed stuff that's at least a year old?

Some chemicals will expire (mostly organic chemicals). Those you list are good forever. Solutions may evaporate a big and may thus be a bit extra potent, but they do not go bad.
