Do I need a circulation pump for a 5 gallon tank?

My tank is Fluval Spec V, i'm using the pump the tank came with

Depending on the equipment your currently have and the coral you intend to keep I'd say maybe. Maybe you'll be ok without but maybe it's best to get something.

If you're going FOWLR, youll be fine with just the stock pump. If you're adding coral, I suspect you'll want a small powerhead to increase water movement.

I have a freshwater fluval spec 5 for a betta and the pump really only creates surface agitation.

Yes a little 80gph pump should give you enough flow to keep softies and lps. I would aim it either at the front glass or at the back of a rock so that it diffuses and randomizes the flow a little bit.
