So i want a 48x13x21 55 gallon aquarium but i cant find a tank this size with pre drilled holes (don't tell me to drill them myself i wont do that the glass will crack) the aquariums i see with pre drilled holes measure 35x19x21 so do i really need a sump (want to keep an eel)

need is relative. depends on how much effort you are looking to expend to maintain the system.

sump = maintain somewhat less frequent and also easier to maintain due to open format
HOB = weekly cleanout, not always as efficient at nutrient export, and messy cleanout/maintenance
Canister - weekly cleanout recommended, pretty efficient if sized correctly, somewhat messy cleanout/maintenance

drilling yourself is intimidating, but not impossible. slow and easy is the key. many people accomplish it without incident. some even practice on some scrap glass

with an eel, i would think you may could go with HOB and weekly cleanout. Tidal is a great option, very easy to cleanout. i use it and it is quick and mostly painless ... water does seem to go everywhere if I am in the least bit of a hurry.
