I am looking to buy a bleeding apple scoly. But the one I’m looking at barrels has any red on it. It’s not a full size scoly yet. Will it gain more red over time?

Yes, if it grows the red spot will grow proportionately, so if it’s not enough red now it’s not really the one that you want perhaps?

Yeah I guess not thank you. But are all scolys bright under blue lights is there such thing as a dull scoly ?

Coloration is going to be more vivid under blue light as it causes the pigments to fluoresce in all corals. They can become more vibrant with time as they adjust to the ambient conditions.
