Do you empty your QT tank between fish?

So I've just got to the end of my 11 week fallow period after having velvet.
I've got one surviving fish which I treated with copper and then used cuprisorb and its reading at 0 copper.
My goby will be back in the DT tomorrow and I plan to get a pair of clowns asap. Do I need to fully empty the QT or just do a water change? If I have to empty it do I need to reseed with bacteria or can I keep the current filter floss?
 
Did you use any medications other than copper in the tank?
 
No just copper
No worries, copper doesn't degrade. Water change and rinse the filter floss with tank water to remove debris. I usually boost the tanks bio levels with Seachem Stability as needed.
