Do you NEED a power head in 15g column?

Posting on behalf of my fiance. She's building a 15g column reef tank. She's got live rock/live sand, however, her powerhead (the weakest she could find) is constantly stirring the water so that the sand cloud remains. If we turn the head off, the sand subsides, and as soon as you turn it back on.....there it is. Her HOB filter is doing a decent job moving water, so I was curious if for her corals, she'll still need a power head! Thanks.
 
Yes, you need water movement in the tank, especially for the corals. But you'd only need around 300gph for that tank. Should be able to get a Hydor Nano for it.
