It's true that most of your nitrifying bacteria is on surfaces but why remove any during cycling your tank with skimming?Most if not all of the nitrifying bacteria will be on the rocks and not in the water column. Skimming should have no effect on the cycle. I had mine on to start the break in process.
Because I believe the amount you would remove, if any would be negligible. Like others have said as well, it's a good time to get the whole system up and running and work out any kinks. I'm using the Pukani dry.. It soaked for a week or so just to get some of the gunk off. But there's still some stuff on them a lot cleaner but I did this just to have a head start on the cycle just my thought process.
