I have a very small chamber that is going to be used to house chaeto. Last time I kept chaeto, it died probably due to me constantly adding a bunch of rodi water into my small sump and that there were debris on it, there was 0 flow. Should I get a small powerhead for the chamber?

Also apparently water pumps work too

I voted yes, but I don't have a powerhead in there. I do have my UV return line going into it which does the same thing though.

I voted yes because while I keep about a 4 to 5 per hour tank turnover through the sump, I also tend to keep the fuge pretty well packed. I've found over time that the extra flow in the fuge over what is just flowing through sump seems to have helped the chaeto to thrive dramatically, and decreased the amount of hair algae that tends to want take over if there isn't enough flow. I also keep a few turbo snails in the fuge to help control the film algae that tends to form on the sump surfaces.

One week difference , I don’t have any flow besides return pump, throwing out a freezer bag of chaeto weekly

Yes. I have one in my return chamber. I'm thinking about adding a 2nd one in my my skimmer chamber. When my skimmer is off and my filter sock is on that chamber is pretty much lacking any flow

I have 1 to add after I get all my plugs/cables and controllers dealt with. I have a 2 part sump so the second part with my uv/reactor/refugium could use more flow.

No.

I would think your powerhead would get clogged with the macroalgae. I have a pump in my sump that sends the water to the refugium and then an overflow back into the sump.

I've found that using a powerhead such as a tunze round style powerhead doesn't clogged up very fast. I clean mine off once per week, sometimes every other week. You could always use a piece of eggcrate to block it from getting close to the powerhead if it becomes a issue in your refugium.
I also found that chaeto grows much better with extra flow.
I've been using a powerhead in my refugium for about 15 years.
