How good or bad is 15ppt?

Does it kill all parasites like ich, velvet, flukes, etc.?

How safe are fishes at 15ppt?

Will 15ppt kill inverts like shrimps, urchins, snails, etc?

What if the tank is new and i setup at 15ppt, introduce the fishes, then after 2months, i gradually increast the salinity so i can add corals?

Can i acclimate a new fiah to qt that will have 15ppt salinity maintained?

How quick can i get salinity down or up in a fowlr, if ever?

I'm not exactly sure what you are asking with this.

No. It does kill most strains of Ich. A 2003 study done by Yamboot found some hypo resistant strains of Ich but not all of them. It will treat flukes. I'm not sure that enough testing has been done to verify its effectiveness with velvet.

15ppt is fairly safe for fish.

Yes, it will kill some of them. Some species of inverts are much more tolerant to low salinity than others.
