I've been watching them for a while and they seem to snap shut and then open quickly. and if i get a picture from farther away they just look like white dots

cant be hydroids cause they dont snap shut. But they do retract if in a rock.

all of them have EXACTLY 4 short tentacles with white tips. every single one out of the 30 something i've seen around the tank has 4 tentacles with no variation

Not all Hydroids have a protective exoskeleton.

is it possible that these are baby anemones. i bought a clownfish on the weekend and it was in a tank with hatian white tips, is it possible that i brought some along with it?

I know most (if not all) of you have been in doing this for much longer than i have but i still dont beleive thay are hydroids i've seen my gold and black chromis literaly rub up agaist them with no effect. I've also seen copepods swim upto and even touch. but who knows i may be wrong. i might just have to wait and see.

If they are isolated to that one area/rock I would take the rock put it in a small container of display water and give the rock a good scrubbing. You'll remove the green hair algae and cyano from that piece as well.

If that is not an option try using a kalk paste mixture.

Really depends on type.

Some types are more invasive than others. Some types do tend to spread quickly in heavier feed systems. Other types of hydroids die off as the system ages.

If you have an opportunity to remove them without much trouble than I would.
