I’m qting 3 anthias fish and on my rock in the qt tank I saw this.

Without better pics it's hard to say. There are all kinds of things with florescent pigments. Could be algae, could be tunicates, could be sponge, could be cnidarian. Try to get closer pics under white light if you can.
 
Need closer pics. Do they open like into flower shapes or always stay like that? Could be tunicates (like open tubes) or maybe some kind of coral polyp. Either way probably nothing bad.
 
I'm leaning towards hydroids of some kind. Most go away on their own after a while. Some get to be pests people say but I've never had that happen. Neat color.
