I would like to have it with all the set up

With a light unit that have the blue moon effect to make the corals glow with timer

AND THE AQUARIUM CANNOT BE SHUT DOWN FOR HAVING CERTAIN DEASES SUCH AS THE ICH OR WHITE SPOT

Cheapest set-ups will likely be found on craigslist or other similar sites/apps.

Petco is currently running their $1 per gallon sale so you could pick up a tank for cheap that way too.

Last piece of advice; smaller set-ups will be cheaper in initial investment, stocking, and maintenance costs. However, you almost always end up wanting to go bigger.
