There's like a film of some sort on the top of my water. Any ideas what it is? Is it bad? How do I fix it?

It's just built up lipids and proteins or potential bacterial flocs if you carbon dose. Do you have an overflow system with a sump? If so, turn off the surface agitation and let the overflow weirs skim off the funk, then restart the powerheads :)
 
Most likely a protein slick. Oils and other organic debris that floats to the top of the water. It generally goes into your overflow and into your sump where it's removed by your protein skimmer
Ig you don't have an overflow, you can point a powerhead at the surface of the water to break the tension and release the scum into the water where your mechanical filter can remove it.
You can also very gently lay a piece of paper towel on top of it. Carefully slowly remove the paper towel and the scum will stick to it.
