Does FOWLR include non-coral inverts?

Newbie,,, found this site about 2 months ago -- awesome!
This has been bugging me:

When I see FOWLR, does that include non-coral inverts, like starfish, urchins, crabs, snails, etc, or does that mean no inverts whatsoever?
 
Depends on the fishes you keep. I keep snails and hermits in my FOWLR. I would like to keep shrimps too, but my angels will kill them every time.
 
To me, fish only means no special lighting or special filtration or special anything is required, I think most inverts fall in that category of not needing anything special.
