Does my skimmer work?

I put one of my skimmers in hose water without salt, and it didn’t run with lots of bubbles like my skimmer in my tank. Instead the bubbles were big and it didn’t climb up the neck at all.

Does the skimmer need to be in salt water to work?

Sounds like a dumb question but I can’t fit this skimmer under my cabinet as it’s too big to try .

Yes, skimmers need saltwater to work. They won't bubble correctly in freshwater.
