This is my first sump. I've only use canister , hang on the back, and biocube overflow. There are 2 sections separated by baffles in my sump. The main section with my live rock and cheto and skimmer is just so still and looks motionless. I know there is flow because it's returning to my tank through the pump. I'm just asking if I need a small circulation fan to get surface breakage? ?... or do I let it be just as is?

I wouldn't worry much about surface agitation in the sump, it looks fine. If anything I would put a piece of egg crate or some other divider between the skimmer and cheato to keep it seperated.

I put a very thin sponge to keep the micro bubbles from flowing through. That's ok yeah ? As long as I rinse it out often ?

You should be ok. Your PS and DT pumps agitating the tank surface do the most for gas exchange and oxygenation of the water.
