When I bought my tank the previous owner gave me a few bags of salt. But i cant find a date on these bags anywhere. But his other stuff he gave me has dates ranging from 16-19.

Does salt concentrate go bad? Or can i use this stuff.

Salt concentrate? That's a new one. Those are just bags of "salt" they don't expire as long as they are kept dry so far as I know. Most only mix a months worth of water at a time because once its mixed over time some of the elements can start to precipitate out of the mixture.

If it has turned into a brick, you could still use it but will be light on calcium and alkalinity. I don't use them when they are bricks. If it's still granular, it's good to go.
