Does salt go bad?

I recently traded salts with someone but I made the mistake of not checking it first. It's super clumpy and moist. Can I still use it?
 
Yes the salt mix I have is moist and a bit clumpy I mixed it with my ro di water and it left some unmixed small pieces. I still added the mix to my tank and had no ill effects I will not use it again but I will keep it to melt ice on my drive or walkway during the winter season.

For what it’s worth, I got an old opened bag of Instant Ocean that came with a tank I picked up. It was clumpy and I had the same reservations, but being pretty remote and wanting to get my tank going instead of having to wait for the next trip to the city, I asked the company and they told me it was fine to use.
