Does this fish look healthy to you?

I have had a bad run with fish mortality the last few weeks, I lost 7 fish over about 3 weeks. I treated the whole tank with NT labs antibacterial. It turned the water a disturbing green / yellow colour for 2 to 3 days. I’ve not lost a fish since, been about 5 or 6 days now so I’m hoping I’m over the worst.
I have a Lipstick / naso tang, he has for a few weeks now had these dark grey patches that appear around the bottom of his throat and to the gill plates. It seems to come and go, not particularly getting any worse? Also his top lip looks a bit irritated. Does anybody recognise it?
