I would say it is a pretty decent deal. You may be able to talk the guy down a little bit, but if you aren't too worried about the price or don't feel like bartering down the price I would still say it is a good deal.
 
I think it is (Looks like it is WELL maintained)... Lucky I wasn't in San Diego... Considering...We end up paying more than that in additional add-ons....

The redsea itself brand new cost 2 grand, the lights w/ t5 itself is around 1.4ish, the apex is over a grand maybe close to 2, and finally all the other equipment cost over a grand itself.
 
The plumbing looks well done to, you can tell whoever made this is very detailed he even went to the trouble of adding foam for the rocks, and diffusers, I know I missed other small details but it looks like an amazing find for someone.
 
1) you really need to find out the reason for selling

2) you would need to insure the tank does leak and all equipment is working. usually used stuff is someone's HEADACHE

3) get a list of all major part and ORICE THEM OUT AS NEW. take that value and at most only pay 40% of what new pricing is

4) many sellers think their stuff is worth waaaaaaay more than it truly is. Used stuff is worth what someone is willing to pay

5) if everything checks out, show interest, but offer a low ball of $2k. If the guy turns into a redneck ****** on you for your offer, then it's his problem. You'd be surprised how often you can get used stuff 10-20cents on the $1 they paid.

REMEMBER: he's selling to an exxxxxxxtremely limited market. If he pulls "someone else us looking at it"... call his bluff by calling him 3 days later.

It comes down to how MOTIVATED he is to sell. May have a wife, fiance or girlfriend YELLING at him to get rid of this stuff

That is a beautiful setup, but I will go against the grain here and say I would not consider it an especially good deal. To me the new price of equipment or what was put into it is irrelevant. The used price is what matters. Some used equipment sells very well and easily sold for a decent price (in this case the Apex setup and the Radions for sure) Other stuff (especially used aquariums) usually go for pennies on the dollar used... it is a local niche sales market.

Not saying a bad deal, but I would definitely try to find the story on why it is being sold and when it had water last and things like that. If I was happy with the answer I personally would not pay over $3,000 and that would be if that was a setup that fit my wants perfectly.

I can't say for sure, but think this guy is like those who trick out high performance cars. I personally am not into the building (plumbing, wiring, etc.) aspect of this hobby. And to be clear, I am NOT in the market for this beautiful build, but if I were . . .
