Dogface Puffer , mouth issue??

My dogface puffer is not acting normal , he is laying on sand , his mouth looks shut with a stringy substance coming from his mouth. I am not sure what to do to treat him, if I should move him to hospital tank . If anyone can help me I would appreciate it.ni have attached some photos

Hi, I can't really see anything specific from the pictures - possibly some blotchy skin. We need to know more about the fish and the tank's history. Here is a link to some hints about getting us that info:

I will say that if the fish is laying on the bottom, not swimming, that whatever the problem is, has advanced to a serious level, so we need to move quickly on this....
