Doser lines, above or below water line?

Should the doser lines be located above or below the water line? I was just thinking that below the water line wouldn't it over dose? As in get the amount doser by the pump along with everything left in the line? Where as if it's above the water line it would just get the amount dripped and the fluid in the line stays.
