Dosing Microbacter7 Question

On the instructions it says to mix Microbacter7 with 250ml of tank in a separate container before dosing to the tank. Can anyone explain the reason for this? I’ve never seen this as part of the dosing process for any other bacteria and I’m curious to understand the benefit.
 
It aids in disbursement. I add it straight to the sump and there is enough turbulence to break it up before reaching display

Yup and says mix with 8oz of tank water. I did and according to the YouTube instruction, I pulled it slowly in the sump where’s slowest flow.

my goal is to aid the overall health of the tank and hopefully it will help reduce some phosphate too. Corals are just keep dying slowly one after another. Parameters are ok with high phosphate (.33) and mag 1480.
