Dosing phyto and bacteria simultaneously?

Long story short... My large tank crashed end of last year. In April I took what corals and fish were left and a few pieces of live rock and downgraded too a smaller 25g. Since I've had a heck of a time getting it to balance out. I'm either fighting high nutes and hair algae or too low nutes and dinos. I'm thinking I need to increase the bacteria diversity. Can I dose Microbacter7 and Phyto at the same time to accomplish this?

I have an all in one tank and using one chamber as an ats. It's just now starting to get some good hair algae growth.
