Cycling a new 40g tank, can i start dosing as it’s going through the cycling process?

Dosing what??? You don’t dose anything until you have something consuming alkalinity and calcium. Likely that won’t be for at least a few months, maybe a year depending on how quickly you stock corals.

There is nothing to dose into a cycling tank, unless you're talking about an ammonia protocol - or a dose of nitrifying bacteria?
