Is this safe to add to a dt with soft corals and hermits, and a fish with bacterial infection

Generally it should be fine, but there are no guarantees. Have carbon ready if any of your corals start to react.

Doxy won’t interfere with nitrifying bacteria. it may not be the fastest of the antibiotics.
